STATE OF AFFAIRS: SOUTH » IN THE NEWS Louisiana rank: 21 90+ Day Delinquency Rate Foreclosure Rate october 2013 3.4% Unemployment Rate 2.1% 6.5% year ago 3.7% 2.9% 5.9% 3.2% Rising home sales and declining foreclosure sales have driven the highest quarterly price increase since the national housing recovery began, according to the latest Residential Price Index from Mississippi-based FNC, Inc. Prices rose 2.5 percent during the third quarter, FNC says. The company observed prices in the country's 100 largest metro areas and found that national home prices have risen 11 percent since the beginning of the recovery, a timestamp that FNC considers to be the start of 2012. "Continuing to lead in the recovery are the markets in high distress during the 2008-2009 mortgage crisis," FNC noted in a statement to the press. Phoenix posted the highest cumulative price gain since the start of the recovery—a 46.2 percent increase. Others making up the top-five gains were Las Vegas (38.3 percent); Riverside, California (23.5 percent); Los Angeles (22.7 percent); and Orlando, Florida (20.5 percent). The FNC 100-MSA index recorded a 0.5 percent monthly price gain and 6.2 percent annual increase in September. FNC reported 27 of 30 metros assessed by the FNC 30-MSA index experienced rising prices over the month of September. Miami and Riverside, California, topped the index with price gains of 2 percent for the month. They were followed closely by Baltimore and Charlotte, North Carolina, both of which posted increases of 1.9 percent. The three cities to register monthly price declines in September were St. Louis (-1.3 percent), New York (-0.6 percent), and Denver (-0.3 percent). Both Denver and St. Louis experienced a rise in foreclosure sales in September, which FNC deemed as the culprit of the cities' September price declines. IN THE NEWS Fair Housing Group Broadens Discrimination Complaint Against BofA The National Fair Housing Alliance announced the fourth amendment of its discrimination complaint against North Carolina-based Bank of America (BofA) with the addition of five new cities. The complaint now includes 20 metro areas in which NFHA alleges Bank of America has neglected to maintain and market foreclosed and REO properties. In the complaint filed with HUD, NFHA and five of its member organizations allege Bank of America "continues to maintain and market foreclosed homes in majority white neighborhoods in a much better manner than it does in majority African-American and Latino neighborhoods," according to a press statement from the group. The new cities NFHA added to its complaint include Baltimore, Maryland; Toledo, Ohio; Waukegan, Illinois; and Evanston, Illinois. The organization also provided new evidence of discrimination in Aurora, Illinois;
