The program has been especially pervasive in Arizona. In fact, Arizona is the No. 1 state for HARP loans, according to the latest data from the Federal Housing Finance Agency (FHFA), with one HARP closing for every 16.2 households. More than 6 percent of Arizona homes have been refinanced through HARP since the program's launch in 2009. Fannie Mae has refinanced a total of 86,338 mortgages via HARP, more than 18,000 of which originally carried a loan-to-value (LTV) ratio above 125 percent. Freddie Mac's HARP refinances total 57,466 in Arizona, with more than 15,000 performed for borrowers with LTVs higher than 125 percent.
