Bears and homebuyers alike are coming out from hibernation and taking survey over the landscape. Despite the optimistic reports that homebuyers would re-enter the market as soon as this harsh, prolonged winter ended—activity has gotten off to a slow start. Some market watchers wonder if a greater force aside from cruel weather is keeping potential homeowners away. Perhaps, the lingering aftershocks from the crisis are still rippling through the American community at large. A resistance to homeownership still permeates society despite increasingly positive market conditions. In this issue, homeowners who have lost or nearly lost their homes describe their experience with two of the Making Home Affordable (MHA) programs, Home Affordable Modification Program (HAMP) and the Home Affordable Refinance Program (HARP), illustrate why the programs are good in theory, but have failed to live up to their promise of keeping a lion's share of homeowners in their homes. One organization that is working to ensure that the industry operates effectively has laid the groundwork for building a framework of best practices for managing REOs. e American Land Title Association (ALTA) is working to increase unification within the Title profession by offering a set of comprehensive best practices that the industry can use as a guide or reference for successful title curative proceedings. Working as one is important to the industry, but can be difficult when politics enter the arena. e debate on what to do with the GSEs continues to rage on Capitol Hill with two pieces of legislation up for vote. In his piece "Little Promise of Passing," Paul Salfen examines what those in the know have to say about the bills that have emerged to wind down the GSEs, and explore what benefit, if any, dissolving the GSEs will have.
